Fire detection and emergency lighting are life safety systems. Detection gives people warning early enough to leave; emergency lighting keeps the escape route visible when the mains supply has failed. Both are installed to recognised standards: BS 5839 for fire detection and alarm systems, BS 5266 for emergency lighting. Both need testing and record keeping to remain compliant.

Fire safety failures are enforced. Duty holders can face enforcement notices, prohibition on use of premises and prosecution, and licensing for HMOs and many commercial uses is conditional on adequate detection and escape provision. A missing logbook is often the first thing an inspector asks for.

The practical failure is worse. A system full of false alarms gets ignored or isolated, so the one real activation is treated as another nuisance. Emergency lights with dead batteries look identical to working ones until the power goes out and the stairwell is dark with people on it.

Insurers also take an interest. Where a policy assumes a compliant, maintained detection system and the records show no testing, a claim becomes an argument. None of this is expensive to avoid; it is expensive to be caught by.

In detail

## Categories, cablingand testing regimes
Fire detection systems are classified by purpose. Category L systems protect life, from L5 (a specific risk) through L4 (escape routes) and L3 (escape routes plus rooms opening onto them) to L1 (all areas). Category P systems protect property. Domestic and HMO detection is graded: commonly Grade D1 interlinked mains-powered alarms with sealed backup batteries in houses and small HMOs. Getting the category and grade right is what a fire risk assessment drives, and it decides both device count and cost.

Cabling and hardware follow the standard. Fire-resistant cable, standard or enhanced grade depending on the system, is installed with metal fixings and supports so circuits survive a fire rather than dropping out of the ceiling. Devices include optical, heat and multi-sensor detectors chosen for the environment, manual call points on escape routes and at final exits, sounders and combined sounder-beacons sized for audibility, and conventional zoned panels or addressable loops where the building needs device-level identification.

Emergency lighting is set out to BS 5266 around escape routes, stairs, changes of direction and level, final exits, fire-fighting equipment and open areas, plus higher-risk task areas. Luminaires are maintained (lit at all times) or non-maintained (lit only on mains failure), with self-contained batteries or a central battery system, and normally rated for three hours in premises where occupants cannot leave immediately. Testing regime is monthly short function tests and an annual full-duration test, all recorded in the logbook, which is the part inspections actually check.
